The UK tax legislation is extremely complicated and yet you as the individual taxpayer or business owner are legally responsible for ensuring compliance. The returns that you are required to complete are hardly straightforward or crystal clear. And just to emphasise the point, the authorities impose interest and penalties if you get it wrong or miss the tight deadlines.
